The Care Quality Commission (CQC) consulted on proposed changes to assessing and rating health and social care providers. Healthwatch Birmingham & Solihull responded to ensure patient and public views shaped clearer, more transparent regulatory frameworks. We supported sector-specific assessment frameworks and clearer rating characteristics, stressing accessible information and meaningful engagement. However, we raised concerns about the lack of examples in the consultation, noting that draft rating formats or multimedia explanations would have helped people understand the impact of the proposed changes.
We responded to the Care Quality Commission’s proposals to reform inspection and ratings frameworks, emphasising clarity, transparency, and strong public engagement.
Our response
The Care Quality Commission sought views on proposed changes to how it regulates health and social care services. We responded to ensure regulation remains transparent and centred on people’s experiences.
Clearer and more consistent rating frameworks
We supported the aim of clearer rating descriptions and sector specific assessment frameworks.
Simplifying processes without losing detail
We welcomed simplification but stressed the importance of maintaining clear access to detailed information for the public.
Need for examples and better communication
We highlighted that draft examples or sample rating formats would have helped people engage more fully with the proposals.
Public voice in ongoing development
We encouraged continuous engagement with people using services as frameworks evolve.
